The resolution of the Wielkopolska Regional Parliament on the establishment of "International cooperation priorities of the Wielkopolska Region" is the most significant document concerning the cooperation with foreign entities. The Regional Government Act also gives significant importance to this document by stating that it should determine the main goals of international cooperation, geographical priorities of future cooperation and will as regards joining international regional associations.

"International cooperation priorities of the Wielkopolska Region" were first adopted on 8 November 1999. The resolution was amended 4 times, which was caused by the extension of Wielkopolska's partner regions to include the Västerbotten County, the Kharkiv Oblast, the Chungcheongnam-do Province and the Catalonia Province (2001), the South Kazakhstan Oblast (2002), the Emilia-Romagna Region (2006) and the State of Paraná (2010).

Official agreements, memoranda of understanding and the "International cooperation priorities of the Wielkopolska Region" are available at the website. These include documents, which express only general willingness to build friendly relations, as well as documents, which in detail determine the areas of cooperation, and the methods of evaluation of relations established.
